FORMER president and Pampanga 2nd District Rep. Gloria Macapagal Arroyo has filed House Bill 4215, a measure that would strengthen the Office of the Vice President (OVP) through a charter.
”Yes, former president and now Congresswoman Gloria Macapagal Arroyo filed House Bill 4215,” her spokesman, Lance Suarez, told The Manila Times.
In the explanatory note of the bill filed on Sept. 1, a copy of which was obtained by The Manila Times, Arroyo said the OVP is a vital component of the country’s democratic framework.
”This is a bill which intends to create a charter for the OVP, seeking to establish a robust foundation that elevates the role beyond ceremonial duties, ensuring that vice presidents can fulfill their mandate with clarity, purpose and efficacy,” she said.
Arroyo noted that the mandate of the OVP must encompass responsibilities that would resonate with the aspirations of Filipinos. “The charter will delineate specific roles, including formulating and recommending programs to ensure effective and efficient delivery of social services, as well as implementing socioeconomic and advocacy programs toward nation-building, representing the government in international gatherings and assuming a leadership role in addressing key issues.”
Arroyo, a former vice president, said that defined responsibilities would empower vice presidents to lead with purpose, fostering an environment where proactive solutions can flourish.
”A clear mandate for the OVP creates a solid foundation for effective governance that reflects its commitment to progress for the general welfare,” she said.
Under the bill, the vice president would not just be a “spare tire,” but would also provide advice to the president on the promulgation of executive and administrative orders, and the formulation of necessary regulatory and legislative proposals on matters pertaining to the programs implemented by the OVP.
Besides a chief of staff, the proposed OVP would also have four assistant chiefs of staff, as well as two permanent director positions and four coterminous director positions.

The law will also allow the OVP to create satellite offices to enhance the delivery of its services to the people as the need arises.
